Dire Was Right, But....Dune City makes its own laws, but technically, there's one place in the city that's still subject to the laws of the alliance. Any arena that holds official dueling tournaments has to submit to the authority of Sky Watch. The brawling arena brings in enough revenue for the city to make it worth the relatively small intrusion.
